Top down economics

According to long-standing conservative wisdom, power and reforms that are ‘top-down’ are evil and essentially equivalent to Soviet communism, even though you have to be at the top to issue a downwards edict against all top-downism. Liberals have now appropriated ‘top-down’ themselves as a term of abuse.
