War on terror

Announced by George W. Bush on 20 September 2001: term designed to create a permanent state of psychic emergency and justify military action anywhere on the planet. Usefully confused the ‘terrorism’ of Al Qaeda with the ‘terror state’ run by Saddam, and so helped to justify invading a country that had nothing to do with 9/11.
