Reform

Any kind of change ordered by politicians that will generate positive media headlines — what is advertised as a ‘reform’ is always, by definition, for the better. Often goes with ‘modernising’ and even with ‘radical’, creating the apparently paradoxical (but very popular) promise of ‘radical reform’.
